COVID-19 Updates
On March 8, 2020, Gov. Kate Brown declared a state of emergency to address the spread of COVID-19 in Oregon. The Oregon Health Authority (OHA) serves as the lead agency for the public health response. OHA is working with Gov. Brown and local public health officials to monitor and suppress COVID-19 infections and hospitalizations and reduce the health and economic impacts and disparities that have stemmed from the COVID-19 pandemic in Oregon.

You can help stop COVID-19 from spreading. Wash your hands and cover your cough. Stay home if you are sick and avoid contact with people who are sick. If you are having a medical emergency, call 911.
Reopening Oregon
*As of Thursday, 09/03/2020, Multnomah, Clackamas, and Washington Counties have been approved for Phase 1 Opening.

Click here to stay up to date with current reopening statuses.

Baseline When the spread of COVID-19 necessitates a county moving back to Baseline status, the following measures apply:
  • All individuals should minimize all non-essential travel and stay home as much as possible.
  • All businesses and non-profits must implement work-from-home or telework policies for employees to the maximum extent possible.
  • Gatherings Size Limits:
    • Civic, cultural, and faith-based gatherings are limited to 25
    • All indoor and outdoor social gatherings are limited to 10
  • Grocery stores and retail, pharmacies, banks and credit unions, museums, and gas stations remain open
  • Restaurants must move to take-out or delivery only (note: outdoor on-site dining is allowed only for the 48-hour transition period before the Phase rollback goes into effect)
  • Gyms, malls, venues, indoor and outdoor entertainment facilities, fraternal organization facilities, and personal services businesses must close
  • Recreational and youth sports are no longer permitted
  • Pools, spas, sports courts, and playgrounds must close

*Phase 1 Includes limited reopening of personal services like salons and barbers, gyms, and malls, and restaurants and bars open for in-person service until 10pm. Indoor social get-togethers are capped at 10 people with physical distancing. Cultural, civic, and faith gatherings are capped at 50 people with physical distancing for indoors or outdoors.

Phase 2 After 21 days in Phase 1, counties that meet specific prerequisites may be able to enter Phase 2. Wider reopening includes recreational sports, venues like movie theaters, bowling alleys, and arcades, pools, and increased in-office work. Indoor social get-togethers are capped at 10 people with physical distancing.

Phase 3   Mass gatherings such as major concerts or sporting events with live audiences will require a reliable COVID-19 treatment or vaccine.

More Information
What if I think I’ve been exposed?
If you think you have been exposed to COVID-19, and you develop fever, cough or trouble breathing, stay away from other people, so you don’t get them sick. Call your health care provider or a clinic right away. They can help you determine whether you need medical evaluation, including testing.

What if I test positive?
Your healthcare provider and public health staff will give you information about how to keep from spreading the virus to your family and friends. You will need to isolate yourself from other people for as long as public health instructs. You will also need to avoid coughing on others and to wash your hands frequently, to protect them from infection.

You will receive a call from a case investigator at your local public health authority who will talk with you about how to prevent the spread of the virus, including staying home or at a location provided by public health until the danger has passed; provide health information on how to care for yourself; and share resources available in your community that can support you while you self-isolate.

How much will a COVID-19 test cost?
If you have Oregon Health Plan (OHP) coverage, testing will be free.

If you have individual and group health insurance, most health insurance companies will waive co-payments, co-insurance, and deductibles for COVID-19 testing. If you have questions about your health insurance coverage, contact your health insurance provider.

If you need health coverage, you may qualify for the Oregon Health Plan, which is free. Learn more at If you don’t qualify for OHP, you may qualify for extra savings through the Oregon Health Insurance Marketplace. Find out what coverage and savings you may qualify for at
